[OldNorth] citizen's arrest

Folks, this is all I was looking for when I asked about the complaint in the first message.

I am happy, though, of the compassion of our neighbors in the situation.  Let's hope it's a misunderstanding and that he picked the wrong window to look in.

He was standing on the side of a house and peering into a young 
girl's bedroom window.  This doesn't seem to fall under the category 
of 'minding your own business'.  Not his usual behavior - hence the 
unusual response of calling the police.
