[OldNorth] citizen's arrest

As a frequent walker of Old North and other Davis streets, I have 
seen this fellow in our and other areas for years. In my experience, 
he is harmless and I know of no reason to harass him.

Instead, why not simply leave him alone? Has he broken any laws? Is 
sitting on a public bench and minding your own business illegal?
