Hi All,   PLEASE DISTRIBUTE THIS EMAIL TO INTERESTED FOLKS

RE:  Frank Skover Project / 437 J St  (SW corner of 5th and J Sts.)

Please attend the Historical Resources Management Comm meeting on Mon 
8/21/06.   The HRMC meeting begins at 7:30pm this Monday at the 
Hattie Webster Museum.

Per the Agenda attached, refer to itms 7a and 7b which directly 
address issues with the Skover rennovation project at 437 J St.

This project has been REG TAGGED by the City of Davis, meaning that 
all work on the 1885 farmhouse must stop.

We need to provide comments or suggestions either at the meeting, or 
via an email or written letter to the HRMC members.

Item 7b will be a discussion regarding future violations of 
conditional permits and potential penalties for abuse.

7.  Business Items.   

A. 437 J Street (Frank Skover) - Abatement Plan:  The Commission is 
being asked to  review and advise on whether the proposed replacement 
plans for siding, windows and  trim, and other exterior details are 
consistent with The Secretary of Interior's  Standards for 
Rehabilitation relative to the failure to comply with mitigation 
measures  of Negative Declaration included in the conditions of 
approval for the project.   

B.  Future Violations of Conditions of Approval/Violation of Code 
Requirements for  Historic Resources.  The Commission is being asked 
to discuss and direct staff to  work with the City Attorney to draft 
potential penalties that could be imposed in the  future on violators 
of conditions of approval and/or of the Historical Resources  section 
of the Zoning Ordinance.  Commissioners are encouraged to provide 
input to  staff that can be shared with the City Attorney for 
consideration regarding penalties.   A future agenda will contain the 
City Attorney's opinion on the imposition of  penalties.  The City 
Council would have to adopt any penalties recommended.
