Old North Davis Neighborhood Association Meeting
31 March 2005
Minutes
President Winterhalder called the meeting to order at 7:32
Board members in attendance B. Winterhalder, A. Willson, D.
Braunschweig. S. Tracy, D. Dingemans, D. Quickert.
Board members missing: A. Wallace
Minutes from February 24 were not approved as written.
Treasures Report: No changes from last month $303.94
Announcements and Additions to the Agenda (none)
Old Business
Some changes were requested in street markings for parking district.
Some spots still need to be fixed. The width of parking spaces should
be 18 feet adjacent to driveways, otherwise 20 feet.
Street sweeping. Public works said no signs until petition of
neighborhood. John Lofland said public works has no authority to with
hold sweeping-he will forward to Bruce the minutes of the city council
meeting. We will also look at water quality issues.
5th and F Streets. Bruce and Steve went to Walnut Creek for a session
with the engineers who did the traffic modeling. Using requested
changes, the model worked. Pat Fitzpatrick still intends not to change
his negative recommendation on our traffic calming proposal. DDBA
meeting to share info-final run not done but city will not make any
changes anyway. Proposed Signal at D to fix safety also add to median
on 5th at C. A memo was sent to Bob Weir and mayor-about public
hearing not being enough; no reply. Political issue now -- even though
model works.
DNC. April 4-5 meeting for neighborhood organizations to work
together. John Lofland proposed addressing accidents and split phase
lights, but will need 6-12 months to gather data. Steve Tracy suggests
asking DNC about pedestrian bicycle coordinator in safety process.
Alley service. BW reports no progress, as other issues have had
priority. Should we hold off because of sewer replacement and find out
when is replacement planned for? Steve Tracy will report on budget
allocation for replacement. Waiting to press for alley service will
make it less likely in the future. Dan Quickert said alley vertical
clearance like that for garbage trucks will be needed for sewer
replacement equipment. We have to keep in mind that sewer replacement
was on budget in order to be removed.
Zoning and infill Dan Quickert was the only ONDNA board member at the
most recent B street visioning workshop. Two alternatives were
presented, both with 3 story buildings. It appears that alternative B
was there to make Alternative A look acceptable. HRC expressed doubts
on both. Bruce Race held 2 visioning meetings with >100 people at the
first. For the 2nd meeting the low density preservation alternative
was dropped. Developers not satisfied with density of alternatives A
or B and may intend to develop B street from 2nd to 8th. All material
from visioning is available on web. HRC submitted enterprise
editorials regarding options A and B. Tim will investigate raising
profile of historic buildings.
MOTION A motion was presented to write City Council and the Planning
Commission to request that alternative B be set aside and that A be
brought to within design guidelines as a basis. Seconded and passed.
The Davis Joint Unified School District is considering disposition of
the headquarters block, the southwest corner of Old North, between A
and B Streets from 5th to 6th. Board members apparently lack of
awareness of ONDNA; several are up for election.
MOTION. Distribute memo to school board, city council, city manager
clarifying the position of ONDNA and requesting a seat at the table in
discussions of disposition of development. Seconded and passed
unanimously.
MOTION. We should coordinate further decisions regarding school
district disposition of property with DNC groups. Seconded and passed.
MOTION. BW can purchase John Lofland’s book when necessary for ONDNA
goals, for instance to photocopy for School Board Members. Seconded
and passed.
Street signs. John Lofland wants authorization to study separate signs
for neighborhood versus piggy backing on top of existing signs and
color, designs, etc.
MOTION. We authorize John Lofland to set up group to study L (above).
Seconded and passed.
Fences and Street Safety. Steve Tracy noted disadvantages of tall,
continuous front yard fence like that on the corner of 8th and B,
wondering if we shouldn’t pursue zoning changes to address safety and
speeding issues. Tracy will draft a letter to the city. Consensus
among board members that such fences detract from community; suggest
bringing it up at DNC meeting.
Davis Lumber properties are up for rezoning. Meeting at HWM next
Thursday (April 7th).
MOTION. Cyndi Marshall will head nomination committee, in anticipation
of summer picnic and elections, 22 May. Seconded and passed.

Neighbors: Using white paint on the curbs, the Department of Public
Works currently is marking spaces for our new ON parking district.
Please scrutinize the work in your vicinity and let a Board member know
if you see any layout problems (e.g., a restricted space set across a
legal curb cut, a short space that will tempt parking that overlaps a
drive or sidewalk entrance, etc.)
