will be kicking off its 4th Hispanic Leadership Summit. We encourage you to

Hispanic Heritage Month and is timed to coincide with other events in

DNC Program Update
Immigration Next Steps Pushing ahead on immigration reform this week, the
DNC unveiled a new Spanish language radio ad campaign that calls on
Republicans in Washington to stop delaying border security and comprehensive
immigration reform. The ad points out that the hearings are meant to
scapegoat immigrants for political gain and that we can't trust Republicans
with our border security. In the radio ad entitled "Border Security,"
Democratic Congressman Silvestre Reyes, a 26 year veteran of the U.S. Border
Patrol, calls on Republicans to stop blocking Democratic efforts to improve
America's border security and join Democrats in working to keep America safe
by securing our borders and passing comprehensive immigration reform. The
new ad will air in targeted markets in Texas, California, and other markets
in which Republicans are organizing sham immigration hearings. Click here to

Right to Vote The DNC Voting Rights Institute and National Lawyers Council
recently convened an Election Protection Summit to discuss comprehensive
strategies to advance fair election practices. Participants included
representatives from labor, non-partisan groups, activists, state parties,
other democratic committees, congressional staff, chapters of the Lawyers
Council and Democratic Law Student Council. Speakers included commissioners
of the U.S. Election Assistance Commission who are responsible for
overseeing the implementation of the Help America Vote Act, several members
of Congress, including Leader Nancy Pelosi, Representative Rush Holt (NJ),
Representative Bobby Scott (VA) and Representative Stephanie Tubbs Jones
(OH), ASDC President Mark Brewer; and Governor Dean. The three areas of
major focus were the proliferation of photo identification requirements, the
HAVA-mandated statewide registration databases and concerns around voting

The Political Department and the DNC State Party Partnership are continuing
the effort to mobilize volunteers and voters to increase Democratic turnout
and voter performance this fall. Kicking off on July 29th, 100 days from the
November elections, the DNC and state and local parties nationwide will host
The "Democratic Reunion 100 Days 100 Voters 100 Actions."
Democrats will gather in communities across the country and commit to
contact 100 voters before Election Day November 7, 2006. State parties,
working with local parties and elected officials, candidates and the DNC
will work to provide lists of 100 voters for each volunteer to "adopt."
Volunteers will have various options for contact (i.e. canvasses, mail and
phone banks), and in addition to any local materials, the DNC will provide
"Democratic Vision" literature and post cards to help assist with contacting
voters. Like the April 29th canvass, bilingual materials will be available.
The volunteers will also seek to recruit at least 10 volunteers to commit to
work on Election Day and attend the upcoming September 30 Election Day
training.
Volunteers to host events and participate in this important voter contact
effort are needed! Please begin educating your political and personal
networks about this opportunity to "adopt" voters and get them to the polls
for Democrats. Volunteers will also seek to recruit Election Day volunteers
to attend a "Get out the Vote" training later this fall. Each of you could
set a personal goal to recruit two individuals to participate as volunteers
- people who are not already involved in partisan activity but want to bring

News From the Hill
The DNC Intergovernmental Department has been working hard to ensure the
leadership on Capitol Hill and the DNC maintain the strongest possible
relationship by working together on crafting the democratic message around
tough issues like comprehensive immigration reform. As you know, Republican
leadership under George W. Bush has opted for a divisive strategy that
focuses on sham hearings to scapegoat immigrants. They do so because they
have a record of failures and of blocking democratic efforts to strengthen
border security. Be sure to send our leadership on Capitol Hill a message
thanking them for their hard work and standing up for the values you care
about.
And From Our Friends And Allies
The NDN Political Fund has embarked on a ground-breaking Spanish-language
branding campaign called "Mas que un Partido," which highlights Democrats'
desire to engage Hispanics in the political process. This is part of a
broader effort to bring progressive values, opportunity, responsibility,
fair-play and the notion that we're all in this together - to life through
the passion and power of the world's most popular sport, soccer. The slogan
"Mas que un Partido" means two things in Spanish: "More than a Game" which
works with the soccer metaphor, and "More than a Political Party," which
works for the political message.
In a year when Hispanics have reason to wonder whether this country's
governing party is on their side, this branding effort makes a firm
statement that Democrats welcome Latinos and want them on the Democratic
team. The campaign, which is being conducted under the NDN Political Fund's
Hispanic brand "Democratas Unidos," began Friday, June 9th and will continue
for five months, on television, radio and the Internet. The radio campaign
is national, reaching all regions and 70 markets, and is currently
complemented by an extensive television campaign on the World Cup, focused
on 6 states and 9 major markets - Albuquerque, Colorado Springs, Denver, El
Paso, Las Vegas, Orlando, Phoenix, Tampa and Tucson. The television campaign
will continue after the World Cup, with ads running during various soccer
tournaments including Cops Sudamerica and Copa Libertadores, enabling the

On the Road With Governor Dean
NALEO
Governor Dean was recently in Dallas to speak before a crowd of over 1,000
Hispanic elected officials. NALEO was the first Latino conference since the
U.S. Senate and House of Representatives debated and passed very different
immigration bills. Governor Dean's remarks focused on the importance of
acting quickly to fix our nation's immigration laws and the key elements
Democrats believe reform proposal must include.
As a Party we did not wait until immigration was front page news. In fact we
fought to make it front page news. A little over a year ago Governor Dean
stood before NALEO San Juan, Puerto Rico and denounced how the Republican
Party was gearing up to use immigrants and Hispanics as scapegoats to win
the 2006 elections, just as they did with gays in 2004 and African Americans
in 2002.

LULAC
Last week Governor Dean addressed LULAC's National Convention in Milwaukee,
Wisconsin. A packed ballroom of over 1,000 activists gave the governor a
standing ovation after having delivered a speech highlighting the stark
differences between the Democratic Party and the Bush administration.
LULAC also awarded the governor a leadership award following his speech. To

FROM THE STATES
The great state of Wisconsin made news in the Democratic Party by launching
its very own Hispanic Democratic Caucus just last week! Governor Dean was on
hand to join Wisconsin Democrats to make the caucus official.
Congratulations to the Wisconsin Democratic Party for recognizing the
contributions Hispanics in Wisconsin are making to the Democratic Party and
are working to make sure Hispanics are at the table and eventually on the
ticket.
