In response, we conducted a new survey with the following results: * 38% in favor of reinstating the stop * 32% opposed to reinstating the stop. Based on these results, all inbound express buses will resume using this stop effective Monday, September 15, 2003. A specific description of the proposed fare increase and service reductions is attached. The public hearings will take place at 7:15 p.m., on Monday, October 13, 2003 at the Woodland City Council meeting chambers, second floor, 300 First Street, Woodland, California, 95695. Those wishing to provide testimony may do so in one of the following ways: 1) Attend the hearings as described above and submit testimony. 2) Mail your written comments to YCTD, 350 Industrial Way, Woodland, CA 95776. 3) Email your comments to ksouza at yctd.org. 4) Call a Customer Service representative at (530) 661-0816 and provide your testimony over the telephone. 5) FAX your comments to (530) 661-1732. If you do not plan to attend the hearing, but would still like to submit testimony, we ask that you submit your comments to us prior to the public hearing, so that we can submit that information to the board. Due to budget reasons, the State of California will not be paying $608,000 in Traffic Congestion Relief Funds to YOLOBUS for route 42. This has forced the district to look at service reductions and fare increases to cover part of that shortfall. Unfortunately, the choices will not be pain-free. The recommendations that follow are deemed necessary in order to salvage as much service as possible. Why save the route 42? Some 50,000 rides a month occur on that route. This is over half of YOLOBUS ridership. Express riders use it during days and times when express bus service isn?t available. Some 67% of the riders on route 42 do not have access to an automobile. Some 70% are age 26 or over, and 69% use the route 42 bus three or more times each week. Most people ride the route 42 to go to or from work or school. Over half of the riders walk to or from the route 42, while over 30% transfer to or from another bus or light rail. One out of five riders have a household income below $10,000, while one out of four riders have a household income over $50,000. Clearly, the route 42 carries a wide diversity of riders, many of whom depend on the service for their daily activities. Expect delays on all buses traveling southbound from Woodland to Sacramento. The CHP reports the accident has cleared but there is a residual backup.
