 If there is interest in dealing with the alleys as suggested in #2 of my comments, it could be financed by a mello-roos bond.

I may not be able to attend the zoom meeting but would like to ad a comment suggestion to Item(s) I and K regarding alleys.  

1.  I would like to see a posted speed limit of 5 mph at each entrance of the alleys;would mitigate the dust issue.
2.  Please consider having the city powers that be look into having the alley's gravel replaced with interlocking moisture penetrating pavers or turf stone.  IMHO, aesthetically pleasing, dust issues gone, less maintenance for the city.They would also be more inviting to walk down.  Since heavy trucks (like Davis Waste) don't use the alleys, light trucks and autos being the only users, cost to do so wouldn't be as prohibitive compared to asphalt and or concrete (which I would be opposed to anyway).
Removing the gravel to a level to not have water runoff during winter rains would take care of the issue of drainage into adjacent properties.  The removed dirt/gravel can be recycled for other uses by Public Works and or the County Landfill.

Attached is the agenda for this Thursday’s meeting of the Old North Davis Neighborhood Association Board.  All are welcome to join via Zoom.  Please note that meeting days have changed to the second Thursday of the month to accommodate the Board Secretary who has a long-term conflict.
