This is to notify you of the scheduled opening of the Davis Community  
Meals Cold
Weather Shelter at 512 Fifth Street the week of November 16, 2009.

This notice is being sent to neighbors of 512 Fifth Street to notify  
you that the Davis Cold Weather
Shelter is scheduled to open the week of November 16, 2009 and will  
remain open through March 31,
2010. The Cold Weather Shelter has been operated at this location for  
the past four cold weather seasons.
The current lease for 512 Fifth Street between the City and Davis  
Community Meals primarily allows for
transitional housing for families. Use of this property as a cold  
weather shelter requires an amendment to
the lease, through an action by the City Council. The Council meeting  
at which this amendment will be
considered is scheduled for November 17, 2009. The shelter will run in  
the same manner and in
accordance with the same rules as in past years. A more detailed  
description is provided below.

Cold Weather Shelter Description:
The shelter will run as it did during previous winter seasons. Davis  
Community Meals (DCM) will use the
house at 512 Fifth Street, next door to Fire Station 31, as a Cold  
Weather Shelter opening the week of
November 16, 2009 and remaining open through March 31, 2010. The  
shelter will continue to provide up
to 10 beds for homeless individuals who need shelter during cold  
weather months, with approximately 8
beds for men and 2 beds for women. Additional details of the shelter  
are as follows:

 Hours of Operation: Nightly from 6pm to 8am the next morning.
 Residents of the shelter will be permitted to arrive from 6pm until  
8 pm (using the voucher system of
previous years), and will be required to leave by 7:30am. Residents  
will not be permitted to leave
and re-enter the same night, and shelter vouchers will once again be  
provided at 1111 H Street during
its daily hours of operation.
 All residents will be provided information about local homeless  
services (food, shelter, clothing,
counseling, transportation) and will be given the opportunity to use  
laundry and shower facilities at
DCM’s transitional housing facility at 1111 H Street during the day.
 Loitering during hours that the shelter is closed will not be  
permitted, signs will be posted on-site.
 Residents will be required to agree to House Rules for the shelter  
that restrict loitering during closed
hours, on-site consumption of drugs and alcohol, possession of  
weapons, etc.
 3 staff members will be on-site from 6pm-11pm and 2 staff members  
will be on-site from 11pm until
8 am the next morning (primarily volunteer staff will be used).
 Individuals staying at the shelter will not be required to be clean  
and sober, but will only be
permitted to stay based on staff’s evaluation of his/her ability to  
interact safely with the other
residents and staff at the shelter.
 Smoking will be permitted only on the Fifth Street side of the  
shelter, and will be monitored by
DCM staff.
 Davis Community Meals will continue to work with Davis Community  
Church and the Davis Police
Department in the referral of local homeless individuals to the  
shelter and in the reduction of
loitering within the immediate neighborhood, particularly on-site at  
the shelter and on the D Street
side of Davis Community Church.
