[OldNorth] citizen's arrest

Some may want to know this: Mr. Lansing is back.

One of my security cameras shows him passing by on the sidewalk yesterday at 8:55; when in front of the Cross's house he moved some fallen sycamore twigs/leaves off of the sidewalk into the tree strip; then took some twigs away with him. So far hat appears to be a public service, doing some maintenance.
