No decisions will be made at this meeting; it is an informational walking tour and workshop on the Final EIR for the B Street Visioning Project. The public is invited to participate. The text of the FEIR & Comments and the Draft EIR which it incorporates are available on the web, Kinko's, and City Hall. The public meeting schedule for this Final EIR process is: May 16 HRMC & PC workshop meeting May 21 HRMC hearing: Issues: Recommend certification of FEIR Recommend a project alternative May 30 Planning Commission hearing Issues: Recommend certification of FEIR Recommend a project alternative June 12 Council hearing Issues: Certify the FEIR Approve a project alternative The project consists of amendments to the General Plan, Conservation District Guidelines and other policy documents to allow 3 to 4 story higher density construction/infill on B Street, the 3rd Street corridor and adjacent alley. A dozen historic residences ("contributors" to a potential historic district & two Merit Resource) are affected, along with the setting of Central Park, the adjacent University-Rice Neighborhood, and potential impacts to the Old North neighborhood, parking, traffic and transportation, etc. as a result of the proposed policy amendments and resulting development. These policy changes are represented in the EIR by conceptual development projects (not specific projects) and their impacts that could be expected to result from the amendments. The issues are complicated and the consequences for the entire central Davis area and traditional neighborhoods are potentially huge.
