Please observe your surroundings and your neighbors with extra care as 
you move about Old North.

Tom Cross of 620 D Street made a citizen's arrest today when he noticed 
the man who is often seen carrying black trash bags around, or sitting 
for hours at a time at the little church on 6th and D in Tom's next 
door neighbor's yard.

Officer  MacNiven at 747-5400 case # 07-2569 is your contact in case 
one of us observes other illegal behaviors on the part of this fellow.
