The common fence was deliberately ended back from the sidewalk so as not to obstruct visibility of the sidewalk to a vehicle using the driveway. The apartment in the rear has a small fenced yard, and access to the unit is via a sidewalk on the North side of the property (the other side of the property.) The business cans are kept in a niche in the fence, screened from view from the front, and some 15 feet back from the sidewalk. I used to keep mine out of sight on my porch, which has a solid railing and a large bush, but the new ones are too big for that, so I put them back beside the house, with a shrub between them and the front. It's not idea, but at least they're not completely obvious from the sidewalk. Yesterday evening on the way to the parking meeting, I saw quite a few of the new cans still out (pickup day is Monday), many apparently now going to be kept out front in full sight of the street and sidewalk. This was a common practice among rental units in the neighborhood, but the size of the new cans may be making the problem worse. Plus few people seem to have taken the city's suggestion that old cans be discarded by placing them in the new container at the first pickup. But people in ON have been keeping them in view of the street for years, particularly at multi-"family" rental units, where they are often kept in the front yard, and nothing has ever been done about it. It just seems now to be escalating due to the size of cans. ---- 32.01.050 Placement of waste containers. (a) Individually Serviced Residences. Containers of garbage waste and household waste and from individually serviced residences that are to be collected curbside shall be placed on the occupant's property immediately adjacent to the curb, or curbside immediately adjacent to occupants property, but in no event on the sidewalk. Such placement shall occur no earlier than five p.m. on the day prior to the scheduled collection day, nor later than six a.m. on collection day. Emptied containers shall be removed from the curb by seven a.m. on the day following collection. Containers that are to be collected from other than curbside location shall be placed in an accessible location no more than seventy-five feet from the street. ----- At a recent Council meeting (consent calendar) the garbage portion of the code was revised; the above section as follows: 32.01.050 Placement of waste containers. The revision has apparently not made it to web page yet, but it doesn't address the problem of customary storage/placement of the containers, just their placement on collection day and removal from the collection location. A-4). You won't learn in the Enterprise article of the very supportive comments made by each of the four Council members, who lauded our willingness to think differently and devise a scheme that balanced neighborhood and broader community needs. Special thanks to those of you who made it a late night in Council Chambers, to show support when it was needed.
