Or perhaps they have been misled by the frequent occurrence of the word "demolition" in the enabling legislation of the HRMC. A review of the pertinent section of City Code reveals that the HRMC's charter does in fact require implementation of the "preservation ethic". A few excerpts: l) Investigate and report to the City Council on the use of various federal, state, local, or private funding sources, incentives and other mechanisms available to promote historical preservation in the city; (n) Cooperate with local, county, state, and federal governments in the pursuit of the objectives of historic preservation and request and recieve [sic] any appropriate information from any city departments or commissions; (p) Render advice and guidance upon the request of the property owner or occupant, on the restoration, alteration, decoration, landscaping, or maintenance of any designated historical resource; q) Provide for adequate public participation in local historic preservation programs, including the process of recommending properties for nomination to the National Register of Historic Places and the California Register of Historical Resources; (r) the Historical Resources Management Commission is hereby given the authority to delegate certain minor projects to the Commission staff for any advisory reveiw [sic]... The last suggests that the staff in question should have more than a rudimentary knowledge of historic resources, Davis city history, and the "preservation ethic." This development has been opposed by the OE neighbors, and was before the HRMC at their last meeting. Also before the PC: an update on the affordable housing ordinance.
