What is key to note about the projects described in that article is that the
250--400 SF cottages (new & restorations) all went through the design review
process without a hitch, complying with the Design Guidelines. So the
Planning Commissioners who opined that the Design Guidelines make
development impossible are clearly wrong.

That article also showed what can happen in the neighborhoods that don't
have guidelines--- that monstrosity at 10th & F Street.

Alley cottages are as old as Old North--- as John Lofland showed in his
book, the old Sanborn maps show that the cottages often came *before* the
houses in front. The original row of 4 cottages at 621--633 D Street were,
of course, especially striking, and the teardown of the middle two to allow
the construction of the clunky duplexes, while the outer pairs of houses and
cottages remain, stands as "Exhibit A" showing what to do and what not to
do.
