[OldNorth] Parking Permit abuse

I've missed a few meetings, but I thought I saw something from
the city, about special district, $10/yr for residents permit,
$8 for visitors permit (for resident).

Up to 4 vehicle specific permits per house, which on our lots
wouldn't all fit in front of one house.
