[OldNorth] compost, smaller cans

The real reason DWR doesn't provide compost is that they don't have it 
anymore--- the yard waste (clippings, etc.) are sent by train to Lodi where 
they are composted into farmer's fields.  This turned out to be cheaper for 
them than the expense of running a composting processing facility.  I'm not 
saying I agree with their logic-- but that's what has happened.

In San Francisco, there is a program to discourage waste by charging less 
for customers using a smaller can.--- one rate for a 32 gallon can, a lower 
rate for those using a 20 gallon can.

to go to the new cans is to have a machine do the lifting to avoid back 
injuries for workers, one might imagine that going to smaller cans instead 
and emptying them by hand might achieve the same goal.
