This turned out to be cheaper for them than the expense of running a composting processing facility. I'm not saying I agree with their logic-- but that's what has happened. In San Francisco, there is a program to discourage waste by charging less for customers using a smaller can.--- one rate for a 32 gallon can, a lower rate for those using a 20 gallon can. http://www.sunsetscavenger.com/suns_rates.htm Since the reason DWR wants to go to the new cans is to have a machine do the lifting to avoid back injuries for workers, one might imagine that going to smaller cans instead and emptying them by hand might achieve the same goal.
