I just recieved the City Council agenda including this item for next week.

It says, "Recommendation: Uphold the appeal and overturn Planning
Commission denial
and approve application subject to findings and conditions."

Does anyone know if the "findings and conditions" are to include the
agreement that was made?  This should be clear but it is ambiguous the way
the item is presented.
