[env-trinity] Westlands Loses appeal of Permanent CVP Contract validation case

Here is a copy of the Fifth Circuit Court of Appeals decision on Westlands' contract validation case.  It appears that Westlands doesn't have a permenent water contract without this.
Trinity County was a plaintiff and prevailed!  Congratulations!
