[env-trinity] 1979 CDFG letter establishing TRRP fishery restoration goals

I saw this letter several years ago and couldn't find it again, nor could anybody else I asked.  I did a simple google search and found it on the hatchery bibliography website at: http://cahatcheryreview.com/bibliography/
