[env-trinity] Maven's Notebook: Reclamation notifies San Joaquin River Exchange Contractors Authority that they will only receive 40% of their entitlement, far below their contractual 75% critical year entitlement

For those of you who follow water in California, this story is historic.  The San Joaquin River Exchange Contractors normally get cut no more than 25%.  This year it's a 60% cut.
