[env-trinity] Draft CVP Program Assessment Report available online

I haven't read it yet, but it's my understanding that there is discussion of the Trinity River Restoration Program in the draft CPAR report below.  

I don't know what the process for accepting comments of finalization of the document is.  Maybe somebody else knows?
