[env-trinity] Trinity River Water Returns/Flows

I understand from informed sources that the Bureau's solicitors have decided
to maintain the April 1 water type year forecast for Trinity River.  That
means returns of water to the river and flows will be as determined
originally by Program participants - daily flows and graphs of which I've
provided to you previously.
