[env-trinity] Trinity River Release Change

It is normal for there to be variations in the observed gaged flow for
a couple of reasons.  One is a stage shift owing to scouring from the
higher flows, and another is stage shift owing to the gravel injection
program.  The releases to the Trinity River have not changed, they are
being held at 6175 cfs.

I do not believe that we have anything to be concerned about.
