[env-trinity] Trinity River Restoration Program Office E-mail is DOWN!

The power outage in Weaverville on Friday night caused the server at the Weaverville office of the Trinity River Restoration Program to go down.  So, they have no e-mail and are unsure of when it will be restored, but it is currently being worked on by technicians.
