[env-trinity] Trinity River Release Changes

Water returns to Trinity River will be increasing for some period of time.
Rather than report daily changes, you can go to
http://www.trrp.net/RestorationProgram/dailyrelease.htm to see release
schedule as adopted by Trinity River Restoration Program and approved by
Bureau of Reclamation.  Safety of dam releases soon will be superseded by
flow schedule as developed for fishery restoration purposes for an extremely
wet water-type year except that full releases are limited by the need to
remove or to relocate obstructions - houses, wells, pump houses, roads, etc.
- in the river's floodplain.
