[env-trinity] Ninth Circuit Decision on Trinity

The United States Court of Appeals for the Ninth Circuit today denied
rehearing the Westlands Water District and NCPA litigation on the Trinity
River restoration Record of Decision.  This obviously is good news for
Trinity.  However, there could be further legal action deferring Trinity
restoration.
