[env-trinity] Trinity 2004-5 Water Year Flow Schedule

The following information was provided by Douglas Schleusner, Executive
Director of the Trinity River Restoration Program. I have changed some
wording.
At yesterday's meeting, the TMC approved the recommended flow (water)
release schedule for this water year. It is basically the same as last
year - ramping up from 300 cfs to 500 cfs on/about May 9, and then up to
2000 cfs on May 15, and ramping down to a summer base of 450 cfs starting
July 9.
Specific daily releases will be confirmed and distributed through Central
Valley Operations of the Bureau of Reclamation in the near future.
This schedule is based upon an available court-mandated dry year water
volume of 453,000 acre feet, implemented in a way that maximizes
biological/temperature objectives. Trade-off is that water volume is
unavailable to achieve geomorphic objectives through a peak release early in
the season.
