[1st-mile-nm] FCC Rural BB Funding in 23 states: not NM

Not the right question in most cases. The issue is how much extra a carrier
needs to break even on service. So if she breaks even at cost per customer
of $3000 and the cost for customer X is $5,000 then the extra $2k does the
trick.
