As communities consider their situation, I think it is important to learn
about the importance of interconnections and the economics that give an
edge to big corporations.  We believe that communities _should_ build these
networks (in many cases no one else will, though exceptions like John Brown
do exist) but also that they should know what they are getting into before
committing.
