All,
Regarding the Cyber Center, the Commission issued an oral order, which
is eventually to be followed by a written order. Attached is the
Commission's press release on the issue. In a nutshell, Qwest wanted $10
Million in SASA funds devoted to the proposed CyberCenter, DoIT none,
and Staff only the network portion, which would be much less than $10
million. The Commission ordered $2.2 million to come from Qwest non-SASA
funds, and $7.8 million from SASA funds for the building of the Cyber
Center. The $2.2 million of Qwest's non-SASA money is to be spent up
front. The decision on the spending of the SASA monies on the
CyberCenter is not to be precedential. If Qwest discontinues the Cyber
Center within 5 years, any portion of the $7.8 Million SASA money spent
is to return to the SASA for use on other projects. This is in the press
release. When the formal order is issued, I will forward it to the list.
