As part of a consolidation initiative, Roy Soto, the state's chief
information officer, will become secretary of the cabinet-level Department
of Information Technology, which is responsible for computer hardware,
software and communications matters in government.   The Department of
Information Technology will take over operations previously performed by
the Office of the Chief Information Officer and some divisions of the
General Services Department.

Soto has served as chief information officer since 2004.
